I attended another meeting at the Foreign Office yesterday at which were considered (1) the draft letter to the Americans enclosed in 583about internal navigation and coastal trade. The draft was agreed subject to certain amendments shown in pencil in my copy, the most important of which is that the last paragraph of the draft has now been struck out and the last sentence of para. 2 has been amended to read as follows:-

"We should be prepared to tell the Chinese Goverment that H.M.G. will not claim the continuance of their existing unilateral rights, and that, pending the negotiations for the comprehensive treaty, they hope that the Chinese Government will not prohibit British shipping to engage in inland navigation and in the coasting trade of China, especially as both in the United Kingdom and the Colonies (nd India) Chinese shipping is permitted to engage in these

trades.'
